Sandakan: MP Stephen Wong has been advised to join his party comrade and MP for Kota Kinabalu, Jimmy Wong and table a bill to amend the law on the Cabotage policy in Parliament should he insist on it being abolished. In making the call here Saturday, Political Secretary to Deputy Chief Minister cum Industrial Development Minister Datuk Raymond Tan, Chang Shui Kiong said Stephen's interpretation of the policy was totally inaccurate and misleading as it was a law provided under an Act of Parliament and not a state policy.

Stephen had earlier blamed that the Cabotage policy under the State had contributed to a 20 to 30 per cent higher cost of goods in Sabah.

But Chang said the Cabotage was enacted through the Malaysian Merchant Shipping Ordinance 1952 and was amended in 1980 to include Clause 65KA (1) which indicated that 'No ship other than a Malaysian ship may engage in domestic shipping in the Malaysian waters.' He said that since Stephen was so adamant in making the call for the abolishment of 'Cabotage' then he should just listen and be guided by his Sabah DAP chief, Jimmy Wong's proposal as reported in Daily Express on Feb 26.

Jimmy had even challenged the government not to talk only but walk the talk by tabling a bill to amend in Parliament and move a motion in the State assembly to amend the Cabotage policy and return the right of free trade in Sabah to show the sincerity and political will to make a change and develop Sabah.

Meanwhile, the public who wish to gain better understanding on the Cabotage policy are advised to download the English version of the article published in Sabah Industry Quarterly (SIQ) issue 14/2015, Jan-Mar 2015 at www.sabahtoday.my.
