Work on Pan-Borneo Highway to begin in March

Kota Kinabalu: CONSTRUCTION of the much-awaited Pan Borneo Highway is expected to commence in March next year.Deputy Chief Minister cum Infrastructure Development Minister Tan Sri Joseph Pairin Kitingan said the project will start as soon as the detailed architecture involving three of its early packages are completed by the end of this year.

The three packages, he said, are Jalan Donggongon-Papar Spur (Package 3-11.7km), Jalan Tawau-Semporna (km 45-49.7) and Jalan Lahad Datu Bypass (7.1km).

In the Economic Council meeting which was held earlier on Aug 24, Pairin said the Federal government has agreed to implement the project providing that the Public Private Partnership (PPP) whereby a Private Delivery Partner (PDP) or consortium will be appointed by the government in charge of planning, designing, acquiring contract as well as project monitoring.

According to him, PDP acts as a Special Delivery Vehicle to assist the government in accelerating the implementation of the project within the fixed period and budget provided by the government.

"The implementation and completion of the project depends on the PDP. Therefore, the State government has achieved an agreement with the Federal government to implement the Pan Borneo Sabah project using the PDP method.

"An open tender will be implemented through the PDP method inviting capable and qualified local contractors to implement the project," he said, adding that the government has agreed to the Pan Borneo Highway being implemented through an open tender system similar to Sarawak.

The Federal government, through the Economic Council, has assured in offering hundred per cent local contractors to build the Pan Borneo Highway.

"The government has also agreed to divide the 706km Pan Borneo Highway in clusters so that more qualified local contractors will have the opportunity to be part of the building," he said.

However, he said, so far, no contractors have been offered to take charge of the phase one building of Pan Borneo Highway Sabah.

"The PDP method is good…the good thing about it is that Sabahans will be in charge of the project which includes the State Secretary as the Chairman for the Tender Board," said Chief Minister Datuk Seri Musa Aman in reply to an additional question posed by Klias Assemblyman Datuk Seri Lajim Ukin.

He also said the allocation for the project is already in hand.
