Kota Kinabalu: City police have stepped up efforts to keep speeding motorists and other traffic offenders at bay with the use of enforcement tools throughout the two-week Ops Selamat campaign which began on June 29. The purpose is to minimise road fatalities and to ensure smooth traffic flow in conjunction with the Raya celebrations.

"Previously TruCam (a sophisticated speed enforcement tool) was used as speed trap, but this year, we have expanded the use to detect five other offences which normally lead to fatal road accidents," said City Police Chief ACP M. Chandra.

The five offences are namely driving on emergency lanes, overtaking at double lines, jumping queue, stopping at yellow lines and beating the red light.

"We will also be using a new enforcement gadget, Mobile Compound Online Payment System (MCOPS) which was just introduced in the city in mid-April this year," he told a media conference after launching the city-level Ops Selamat at Likas Bay, here, Friday.

He explained the gadget is more effective compared to the manual method of issuing summonses.

"All we need to do is to key in the details to obtain information, it is not only used for issuing summonses but can also be used to detect blacklisted motorists, those with arrest warrants, detect if the vehicle has been reported missing, check if the person is on the wanted list or has been reported missing.

"The device also has an online link with the Road Transport Department and National Registration Department," he added.

He said the only downside about the gadget is that the policeman using it might seem like they are playing with their handphones.

"I hope the community understand that this is a new enforcement gadget and should not be mistaken as a handphone," he said.

On another note, he said a total of 35 traffic police including five officers will be assigned throughout the Ops Selamat campaign with focus on three routes identified as blackspots in the city.

The routes are namely, Jalan Sepanggar - from Tebobon traffic lights all the way to the Sepanggar Port, Jalan Tun Fuad – from Perkasa roundabout all the way to UMS and Jalan Lintas – from the airport flyover all the way to Mile 5 where a flyover is now under construction.

"Twenty per cent of accidents recorded in the city from January to May this year involved these three routes, and out of this figure, about 40 per cent or nine fatal accidents were reported in these routes," he said.

He also said a total of 240 accidents involving one fatality and two serious injuries were recorded in the city during the Raya Ops Selamat last year compared to 235 accidents involving four fatalities, four serious injuries and one slight injury in the Raya Ops Selamat in 2014.

"Last year, we received a total of 147 'Balik Kampung' forms from the people who informed us of their absence during the Raya festivities.

"Our patrol team visited these homes at least once throughout that period and I am happy to note there were no break-ins reported in all the houses whose owners had informed us of their absence, however six house break-in cases that were reported involved houses which did not inform police of their absence.

"Thus, we encourage more to inform us of their absence throughout this festive season, they can either call their nearest police station, or fill in the 'Balik Kampung' forms, or call our hotline at 088-221191 or SMS to Rakan Cop at 32728," he said.

The 'Balik Kampung' forms can be obtained at all police stations, Ops Selamat canopy, all petrol kiosk or downloaded from www.rmp.gov.my.

"Those in the city may also stop any city patrol car and request for the 'Balik Kampung' forms.

There are many options of obtaining the forms, all you have to do is to fill up the forms and return it to any police station," he said.
