Langkawi: The duty-free island here is in talks with the Federal Government to postpone the tightening of measures for duty free cigarettes, alcohol and imported vehicles.Langkawi MP Datuk Nawawi Ahmad said he was negotiating for the ruling to be deferred or to be shelved.

A meeting will be held in Putrajaya on Monday involving the Finance Ministry and other agencies to discuss the matter.

Nawawi, when contacted, said that the new ruling would allow only 18 stores in Langkawi to sell duty-free cigarettes and liquor.

Customers are only given duty-free prices for up to three cartons of cigarettes or three crates of beer or five litres of liquor in a month.

The 18 shops will have computer systems connected to a server which will record MyKad details and the purchases made.

Shops other than the 18 approved ones will have to sell the items at the normal price with tax.

Although duty-free shopping is not the only thing that Langkawi has to offer, Nawawi said it was an attraction about the island.

"It will also affect the locals. Cigarettes cannot be purchased at the duty free price in loose packs.

"They will have to buy at least a carton to get duty-free rates. People like fishermen cannot afford to buy a carton at a time."

Malaysia loses RM1bil yearly due to smuggling activities in Langkawi, Pulau Tioman and Labuan. Nawawi said there were also plans to impose a submission of bank guarantee for vehicle owners before cars can be taken out of Langkawi.

Owners will have to provide a 20pc bank guarantee for cars with 1.3-litre engine and below, 30pc for cars between 1.4-litre to 1.8-litre, 40pc for cars between 1.9-litre to 2.0-litre and 50pc for cars with 2.0-litre engines and above.
