New contractor to revive the Kionsom PPR project

Kota Kinabalu: Urban Wellbeing, Housing and Local Government Minister Tan Sri Mohd Noh Omar said the long abandoned Kionsom People Housing Project (PPR) is expected to be restarted next year with the appointment of a new contractor to finish the project."I was made to understand that the PPR project was originally started in 2003 and now it is already 2016, so it has already been 13 years delayed.

"The first contractor has already closed shop and in 2009 we appointed the second contractor where even that contractor also could not save it and fled. Now we are in the process of appointing the third contractor."

Noh said he saw the project (situation) as serious because it has not yet finished despite the passage of 13 years.

"As such, I myself will arrange to ensure the appointment process for the new contractor will be expedited and I hope it will be settled by the end of the year and starting from next year the project can be resumed.

"In my view, this project is a good one as it has a thousand home units and various facilities with surau and 10 disabled people units and two kindergartens. There are also six shop lots and two halls, three children's parks."

He said this 1,000-unit project will surely bring benefits to the people in the Inanam area and surroundings bearing in mind there were already 7,000 applications for the project units.

"Since it has been too long delayed and is already 95 per cent complete and if the contractor appointment is not expedited, I fear that project costs will rise again and there is also the risk of vandalism and theft and we may also have to appoint Rela personnel to look after the area to prevent the problem of vandalism and theft of wires and other materials."

Noh said this to the media after visiting the abandoned PPR project at Kg Kionsom, Inanam, Saturday.

"Our experience tells us the longer we delay the higher the cost will be, so I will personally supervise to ensure the contractor will be appointed quickly so that the project can begin as soon as possible.

"This is one of the abandoned PPR projects and we have done many other such PPR projects.

The problem of PPR projects that end up being abandoned is many contractors who carried out these projects have received their payments as agreed.

"So there is no reason why such projects end up abandoned. Perhaps the original contractor tendered a price which was too low in the first place in which case we will ensure that when this new contractor comes in the price tendered will be satisfactory and I hope the matter can be settled then."

On whether the authorities have any solution to address the issue of more traffic congestion in the area due to the completion of the project, Noh said what was important was to settle this abandoned PPR housing matter first and the traffic congestion problem will be handled together with the Public Works Department and Kota Kinabalu City Hall.

"We are aware the entry road to the PPR project is small and congested so when the project is completed we will utilise the National Blue Ocean Strategy system and sit down with PWD and City Hall officials on how best to solve the predicted traffic congestion issue in the area."
