It fails to account for Sabah's 40pc nett revenue entitlement: Jeffrey

Kota Kinabalu: Star President Datuk Dr Jeffrey Kitingan expressed his disappointment over Budget 2017, which once again failed to account for Sabah's 40 per cent Nett Revenue Entitlement which is clearly stipulated under Article 112C, 112D and the Tenth Schedule of the Federal Constitution.This, he said, despite the Prime Minister Datuk Seri Najib Tun Razak already receiving and accepting the non-partisan memorandum handed to him by MySabah on the constitutional obligation of the Federal government.

"He had also agreed to establish a Special Committee to show his sincerity by paying the current 40 per cent Net Revenue Entitlement due to Sabah under the Federal Constitution," he said.

"Even a token amount based on major known revenues derived from Sabah such as GST, personal and corporate income tax, customs and immigration revenues, Petronas and international oil companies' revenues would have been okay for a start," he added.

Jeffrey said the fact that the Federal government had continued to ignore the rights of Sabah as written in the IGC Report and enshrined in the Federal Constitution brought to question the Federal government's sincerity in actually complying with the Malaysia Agreement 1963.

In the end, he said, it looks more likely every day that Malaysia does not really exist except in name only because it is actually Malaya masquerading as Malaysia.

"The Federal government and the Malayans might as well throw MA63 away," he said.

Jeffrey had always pointed out that the definition for the Federation in the Constitution points to the Federation of Malaya established on Aug 31, 1957, which has nothing to do with Sabah and Sarawak.

Political activist Zainnal Ajamain also had questioned why Malaysia Day was never declared officially in the Federal Constitution but through political decision only.
