Three initiatives under Blue Ocean strategy

Kota Kinabalu: The National Blue Ocean Strategy (NBOS) was applied in the Public Services Department's outreach programme to gather three initiatives of the public service delivery system.The three initiatives are namely, 1Malaysia Customer Service of Civil Servants (1Serve), 1Malaysia Civil Service Retirement Support (1Pesara) and Data Science Interest Group (DSIG).

The department's Director-General Tan Sri Mohamad Zabidi Zainal said the programme was realised through a collaboration with the department and the State Secretary, Sabah Federal Secretary Office, Institut Tadbiran Awam Negara (Intan) Sabah campus, and the Retirement Fund (Incorporated) or KWAP.

"The programme was conducted specifically for the people of Sabah in order to chart the course of service delivery to the people, future retirees, pensioners and civil servants with various disciplines offered in several slots of the talks," he said during the programme's closing ceremony at Intan campus here.

He said the first initiative, namely 1Serve, is an improvement to the government's service desk, which previously adopted the one counter one service concept to the one counter multi-service concept.

"The 1Serve JPA4U not only offers the department's services, but also provides services across departments such as services from the National Registration Department, Immigration Department and the Road Transport Department.

"For now, the counter has been extended to agencies and certain locations with delivery system of frontline staff continued to be strengthened," he said.

On the second initiative, namely 1Pesara, Mohamad Zabidi said the initiative focuses on services to government retirees in the four major aspects.

The four major aspects are pensioners' welfare, re-employment manual, entrepreneurship development and financial management and continuity of health.

"1Pesara aims to help retirees and pensioners to remain productive through retirement, it provides holistic services and goes across various government agencies while assisting the government in explaining government agencies to the people.

"The department also conducts pre-retirement courses to provide comprehensive exposure on aspects that will be faced by them after service.

"Therefore, the department in collaboration with several quarters such as the Ex-Servicemen Welfare Body, National Strategy Unit, Financial Ministry, Institut Keusahawanan Negara, Malaysia Academy of Small and Media Entrepreneurs and Entrepreneurship (Masmed), Universiti Teknologi Mara( UiTM) and Majlis Amanah Rakyat (Mara," he said.

He said the third initiative, Data Science Interest Group (DSIG) was brought especially to Sabah to open opportunities for civil servants particularly government servants in the State and industry players to share knowledge and skills in analysing data more effectively for research, preparation or even policy making decisions.

"The Prime Minister said 2017 is the year of the Internet economy for Malaysia.

"One of the catalysts for developing the digital economy is through the talent pool, talent development where Big Data Analytic (BDA) and Data Science is one of the initiatives identified.

"Thus, DSIG is indirectly one of the catalyst in stimulating the digital economy of the State," he explained.

Various activities were also featured during the programme among them exhibitions by the government and private agencies, Mobile Community Transformation Centre, small and medium industry products, mobile dental clinic and health screening.
