PAN suggests two identification requirements

Kota Kinabalu: Parti Kerjasama Anak Negeri wants the registration of all genuine Sabahans in order to weed out fake ones once the opposition is in power at State and Federal levels.Its President Datuk Henrynus Amin said the party plans to introduce an amendment to the Sabah Local Government Ordinance to require all Malaysians in Sabah to be registered based on their place of residence.

Registered Malaysians in Sabah should be given a residence registration card which bear their place of residence and this identification can be used as supportive documents for State Government purposes.

He said all State laws should be amended to require all Malaysians in Sabah to carry two identifications – Malaysian national identification card and the Sabah residence identification card – in doing transaction with State agencies.

For instance, all applicants for trading licences, jobs or applicants for services by State agencies will require applicants to produce their national identification card and an additional supporting documents such as the State residence identification card to qualify for services or benefits.

Henrynus said the mandatory two-identification requirement under State law for State purposes will be an effective measure for State agencies and departments to weed out fake citizens who obtained their citizenship through fraudulent means.

The residence IC will allow for state control of beneficiaries of state services and benefits and this requirement does not violate any Malaysian law since this is a state law for state purposes for the benefits of genuine Malaysians who resides in Sabah.

He urged Sabahans to support PCS-PAN political pact on their proposal for a two-identification State policy after GE14.

He said issuance of Residence IC would be based on proof of citizenship such as birth certificates or for those without birth certificates who only carry statutory declaration, they are required to fill in special forms to be validated by JKKK village chiefs and district officers.

To qualify for State residence registration, Malaysians without birth certificates will be required to furnish proof of residence such as details of their extended family members, their registration in local schools or hospitals or local house of worships such suraus, Christian churches and Chinese temples all of which must be certified true by the relevant JKKK and village chiefs.

It is suggested that the Local District Council, Town Council or City Councils through the amendment to the Local Government Ordinance to be the correct implementing agencies to register all Malaysians in Sabah based on their residence qualification.

Meanwhile, Henrynus urged Anak Negeri supporters to give their wholehearted support to the PCS-PAN political pact and ensure electoral win for PCS-PAN candidates in Tuaran parliamentary seats and state seats of Tamparuli and Kiulu.

He said this when officiating at the formation of the Tuaran Branch Committee of Parti Kerjasama Anak Negeri Saturday where Julian Sugara was elected as the Tuaran Branch Chairman.

He said the political pact was intended to ensure all KDM Momogun voters unite and consolidate under a common political platform to form a strong 22-seat KDM Momogun power block in the State Assembly to influence State policy decisions.
