According to Sahing, the party is not new in Kunak and has been receiving support from the Kunak community.

Harapan Rakyat is one of four parties in Gabungan Sabah, with the others being Parti Solidariti Tanahairku (Star), Parti Maju Sabah (SAPP) and Parti Perpaduan Rakyat Sabah (PPRS).
