Pan Borneo takeover to save RM2b
Kota Kinabalu: The State Government can save up to RM2 billion in the Pan Borneo Highway Mega Project if its implementation is taken over by the State Public Works Department (PWD). State Infrastructure Development Minister Datuk Peter Anthony said leakages have been noted in the implementation when he instructed the PWD to submit records involving the previously appointed contractors.

"There were issues on questionable quality (of the work) and doubts over the way the project was carried out in terms of material use and thickness of the road, for example.

"All these evidence support the need for restructuring or enhancement for Pan Borneo.

"For the savings aspect, I believe it can potentially even be up to RM2 billion after new improvements are made to the project," he said, after officiating the Sabah PWD Recognition and Appreciation Ceremony 2018 at the PWD multipurpose Hall at Sembulan, Tuesday.

A decision would be made on Wednesday between his Ministry and the Malaysian Ministry of Works (KKRM) regarding the project acquisition.

"Regarding Pan Borneo, we are at the last stages and I am confident that the management takeover for the implementation of Pan Borneo will be fully handed over to the State Government.

 "At the PWD level, we have all the expertise and abilities to implement the project," he said.

"At the state level, we have already decided we will ask for implementation (of Pan Borneo) to be handed over to Sabah as per the Chief Minister Datuk Seri Mohd Shafie Apdal's suggestion that it be headed by the Economic Planning Unit, the State Ministry of Finance and PWD Sabah.

On the handover date, Peter believes it would be in the near future as there will be new contractor appointments to replace the first phase contractors whose appointments were being terminated because of bad quality (work) or record.

"We are still waiting whether it is appointed at the state level or otherwise. But I am convinced that a good decision for the state and federal level will be reached soon," he said. - Neil Chan
