Mustafa on why few govt bodies have MS ISO

Published on: Saturday, April 17, 2004

Kota Kinabalu: State Secretary Datuk KY Mustafa cited attitude and lack of commitment as among the reasons why very few government organisations in the State have obtained MS ISO certification.

He said this in his speech read out by Deputy State Secretary (1), Datuk Awang Hj Samat, in conjunction with the presentation of the MS ISO 9001:2000 to three government bodies - the Agriculture Department, Forestry Department and Sabah Credit Corporation - here Friday.

“We organise MS ISO courses to enlighten them on how to go about getting the certification, but obviously nonchalant attitude and other pressing commitments seemed to influence any interest, so much so that instead of attending, heads of department would rather send their officers to do so on their behalf. Sometimes, the officers that are being sent are not appropriately those who should. Resulting from this, there is lack of officers who are really knowledgeable about MS ISO,” he said.

Stressing the importance of the certification for government organisations, he said they needed to be responsive to management tools that can improve their standard of service, which will equally benefit the Government and the public.

“Our service must improve from time to time, according to prevailing situation,” he said.

Mustafa congratulated the three government organisations for being awarded the certification, expressing the hope that other departments and agencies will not dilly-dally but will be spurred on to do the same for the sake of “Excellence, Glory, and Distinction”.

“Nevertheless, MS ISO should not be a ‘full stop’. The award is not just to fulfil the standard of excellence and international requirement. It also requires them to live up to expectations in the aspect of checks and balances, industriousness as well as effectiveness. They must also evaluate their performance from time to time,” he reminded them, while thanking the Malaysian Administrative Moderation Management Planning Unit (Mampu) for assisting the Government in guiding its organisations towards MS ISO.
