The body of Chong Tshin Kong was discovered by Sutera Harbour security guards who were patrolling the resort's area at around 8.30am.
Investigating officer Sub-Inspector Wagiman Seno said the man was believed to have died from carbon dioxide poisoning.
The unemployed man's father said he had been trying to contact him since last year but his son had never returned his calls.
"I have even gone to see his children at school asking them about their father last November but was told they have not seen him for the past couple of weeks," he said.
The man's Filipina wife and two children also could not be traced by the father.
The body was subsequently sent to the hospital for post-mortem.
