Not providing green cards

Kota Kinabalu: The Construction Industry Development Board (CIDB) here found the most common offence committed by contractors, including sub-contractors, is not providing green cards for their workers.Its manager Rosmen Ag. Hassan said the offence was identified during inspection on 60 construction sites in Sabah from January to March this year.

He said the CIDB green card is an identification card for personnel and construction workers including engineers and project managers who took a one-day training at the site to learn about safety and healthy aspects that should be practised to minimise workplace accidents.

"We carried out our regular inspections on all construction sites in Sabah within our scopes of jurisdiction, namely, checking whether the contractors' licences are registered with us and to ensure they pay levy at 0.125 per cent for projects costing more than RM500,000.

"Another scope that we look into is to check whether all their workers at the sites are provided with the green cards.

"Those contractors who fail to comply with our notices issued to them to provide the green cards for their workers within 14 days, would face the risk of having their construction licences suspended, revoked and cancelled," he said.

Rosmen told reporters during an integrated operation with relevant departments at its headquarters at KWSP Building on Wednesday.

He said the green cards programme also provided insurance coverage benefit for accidental death by Takaful Insurance and hospitalisation benefit to the holders.

He said certified-trained safety officers under the National Institute of Occupational Safety and Health (Niosh) will conduct the CIDB green card training at the site in one day.

To a question, Rosmen said the green cards are provided for all the construction workers and legal foreign workers.

Among reasons why contractors have not yet provided the green cards, Rosmen said is that the workers were found to be new and just employed at the sites.

Hence, he said, a notice was issued to the concerned contractor to comply with the requirement.

On the integrated operation, Rosmen said a total of 19 notices have been issued to main contractors at two sites in the city here for various offences on Tuesday.

"The operation involved 26 personnel from CIDB, City Hall, Sabah Labour Department (JTK), Health Department, Department of Occupational Safety and Health (DOSH), and Department of Environment (DOE) and we inspected two construction sites, by random, within our respective jurisdictions.

"CIDB issued four notices two of which require the main contractors/sub contractors to provide information on them and their construction works.

"While the other two notices required the contractors to provide information on their workers at the sites," he said.

Rosmen said DOE identified eight offences at the two sites under the Quality Act 1974 and will issue notices to their main contractors while JTK issued notices for offences under Sabah Labour Ordinance and Workers Compensation Act 1952 which related to the workers' salaries.

DOSH, he said, has issued six notices for various offences pertaining to weak management of safety and health aspects and unsafe conditions at the two sites.

As for City Hall, he said a notice was issued to one of the contractors for not submitting the plan for a kongsi quarters for the workers to the local authority and a compound was given to another under the Building By-Law 1951.
