Actual SPM results a must for admission qualifications

PUTRAJAYA: The actual results of Sijil Pelajaran Malaysia (SPM) examination are the compulsory admission qualifications for all matriculation, pre-university, foundation and diploma programmes at private higher education institutions (IPTS) in Malaysia. In fact, the Education Ministry in a statement Tuesday said it had never endorsed the use of forecast SPM results as the minimum admission qualifications for IPTS.

"The IPTS are fully aware of the actual SPM results being the compulsory admission qualifications for courses approved by the Education Ministry," the statement said.

This was because the matter was not only stipulated under the IPTS Act 1996, but was also stated in the approval letters issued by the ministry to the IPTS to offer the courses.

"The IPTS are also aware that accepting students based on their forecast SPM results is an offence under Section 40(1) of the Act.

"So, to say that the use of forecast SPM results for entry into courses approved by the Education Ministry 'will no longer be accepted' is indeed not true," the statement said.

The ministry, through a letter dated May 23, 2014, had also reminded all IPTS that the forecast results could not be used for entry into higher education courses.

"The use of forecast results is applied only to foreign students applying for visa to enter Malaysia," the letter said.

The statement was in response to the media report on the appeal made by the private education fraternity, including Malaysian Association of Private College Universities (MAPCU) and the National Association of Private Educational Institutions (NAPEI), to have the ministry to review its decision that the forecast SPM results would no longer be accepted as admission qualifications to IPTS.

"The ministry is always concerned about the quality of service, resources and practice of IPTS, including the quality of their courses and admission qualifications," the statement said, adding that it was in line with the best practices adopted by the ministry and set by the Malaysian Qualifying Agency (MQA).

In the statement, the ministry also stated that it viewed seriously the violation of the admission qualifications by IPTS.

Between 2012 and 2013, several IPTS had also been issued with compounds for accepting forecast SPM results for admissions to higher education courses.

Realising that there was quite a long waiting period before the announcement of the SPM results, the ministry said it had never discouraged, let alone tried to stop fresh school leavers from take up short courses offered by IPTS. – Bernama
