KOTA KINABALU: City Hall has asked the public to be patient and give them time to implement the coupon parking system (CPS). However, Mayor Datuk Abidin Madingkir said the people are welcome to submit their suggestions in writing to City Hall. "We will look through their recommendations and we will discuss them. If a suggestion is constructive, we will decide on the matter," he said. "It is a new system. Give it a chance to be successfully implemented because we do not want any statements that would affect its success," he said. Madingkir was commenting on the statement made by Sabah DAP Chairman Jimmy Wong on the ineffectiveness of the CPS that was described as a burden to the public.

"I do not agree with Wong that the system is ineffective and is foreseen to fail. If it were to be ineffective, City Hall will not have it implemented. We have been looking at the matter thoroughly and we decided to come up with a solution to manage the limited parking system," he said, adding that so far, he had received positive feedback from the people concerning the implementation.

According to him, places in Labuan, Brunei and the peninsula, including Penang, had already implemented the coupon parking system.

"If we do not apply the system, then we would be considered outdated." Wong, in his statement, had said that most people had complained about the rate, which was burdening them.

"It is not that too expensive if you try looking at it generally. Those in the Central Business District (CBD) might think that it is expensive but long term implementation of the system is considered to be cheaper unlike other cities," said Madingkir during the launching of 'My Rubbish, My Responsibility' campaign at City Hall, here, Thursday.

He hoped the people based on the programme's theme will be more responsible towards their own rubbish and not depend totally on the City Hall workers to clean up after them. Madingkir also expressed hope that traders will have a sense of responsibility in maintaining the cleanliness of their business premises as well as those produced from their business premises.

City Hall, in support of the environment, had also held various environmental programmes, he said. Currently, he said City Hall is planning to replace streetlights with the light-emitting diode (LED) streetlights, which saves on electricity usage.

"So far, City Hall has fixed a total of 360 LED lights at the phase one bicycle track along Teluk Likas.

"We have also fixed 76 LED streetlights in urban areas and 30 in rural areas. City Hall has also built 55 bus stops and taxi stands around the city that includes Solar Energy PV Off-Grid System," he said, supporting 'green technology' and 'eco green building' in building developments.

On the bicycle track, he said they are already ahead of the proposal made by Wong in his statement earlier on building bicycle lanes all over the city.

"We had completed the first phase of the cycling and jogging track from Innoprise up to The Peak's condominium junction for a distance of 4.2km.

"The tender for the phase two cycling track from Tanjung Aru to the Central Business District (CBD) is currently under process and the distance is about 4.3km," he said, adding that the phase three cycling and jogging track will be from Tanjung Lipat to Universiti Malaysia Sabah (UMS).

However, he said the people must be aware that not many people would enjoy cycling due to the humid weather unlike in China or Holland.

"The recreational facilities built will serve as part of our effort in creating awareness and interest among the people in being environment-friendly. However, it is up to them to decide," he said.
