Neuter dogs instead of shoot, Kudat Council told
KOTA KINABALU: Animal activist Sam Lau urged the Kudat Municipal Council to address the issue of stray dogs in the district effectively instead of dealing with the problem by shooting the stray dogs every year. Animal Concern Team (ACT) President Sam Lau said shooting the stray dogs does not solve the problem because the stray dogs would only breed and the Kudat Municipal Council have to repeat doing the same thing again and again.

"They should take a different approach in addressing this issue, such as making it compulsory for owners to register their animals and take action against owners who do not register their animals, do a campaign to trap and neuter stray animals to stop them from breeding," he said.

"As an animal activist, I want to know how many license has the Kudat Municipal Council issued and how many summonses have they issued to owners who left their dogs stray.

"I am made to understand that there is an animal activist group in the district and they should work together with the Veterinary Services and Animal Industry Department (Dovsai) on the issue," he said.

He claimed that an operation to shoot the stray dogs in the district will be held on Monday (Dec 8) and that he will get assistance from the Kudat Assemblyman Datuk Teo Chee Kang to look into the matter.

He also hit out at irresponsible people who mistreated a stray dog by tying a chain around its neck and letting it walk around the Kudat town with the chain dragging behind and hoped action would be taken to find and punish the culprits.

Meanwhile, PAS Sabah Deputy Commissioner Hamid Ismail in Kota Kinabalu also urged the government to amend Cruelty To Animals (Prevention) Ordinance by imposing severe punishment to those who abuse animals.

He said the current punishment as provided under the said ordinance is very insufficient to prevent cases of animal abuse from happening.

"Recently, I found a dog near my house with a plastic PVC pipe and a piece of wound hung around her neck, I immediately asked help from my Facebook friends for assistance on who could remove those items.

"My online friends referred me to volunteers of ACT who within an hour came to locate the unfortunate dog.

"We found out that the dog was kept in a house premise and her puppies were locked in a cage wearing the same items in their neck and I must thank ACT for their fast response after receiving my report.

"The Government must amend the said ordinance on immediate basis, the last amendment on the said ordinance was in 1994 , now is already 2014," he said.

"I must stress here the public must lodge report with the relevant authorities or non-governmental organisations if they know about animal abuse cases, it does not matter whether it involves dogs, cats, birds, or rabbits, animals must not be abused, I condemn any act of animal abuse," he said.
