Proposals to revamp foreign labour policies

KUALA LUMPUR: Efforts are underway to analyse the state of foreign labour in Malaysia and forward solutions for appropriate government policy-making, a top academician stated.National Professors Council (Majlis Profesor Negara) secretary-general Professor Datuk Dr Raduan Che Rose said: " These are unsure times, where foreign labour is needed now more than ever. But our guidelines ought to be constantly revised so as to address relevant issues."

Speaking to the media at the council's conference themed "National Dilemma: Foreign Labour Issues and Challenges in Malaysia" here, he said that people come to Malaysia seeking employment either legally or illegally.

"We estimate about RM30 billion per annum is officially remitted back to their respective countries by these workers," Raduan stated.

Emphasising the need to free the nation from over-reliance on foreign labour, he said : "A labour-intensive economy will ultimately hold us back. With the new solutions soon to be put forth we can gradually shift to a capital-intensive one that prioritises technological innovation, allowing the nation to progress forward."

One of the speakers, Professor Dr Azizah Kassim, Universiti Kebangsaan Malaysia's (UKM) Institute of Malaysian and International Studies principal fellow said many foreign workers, particularly unskilled and impoverished, are often unable to afford the visa costs, most of which goes to agents or middlemen.

"In my view, we are essentially leeching off these individuals," she said while citing some of the problems faced by migrant workers.
