Malaysia looking at ways to minimise fiscal risks

Kuala Lumpur: Malaysia is now looking at ways to minimise fiscal risks without jeopardising incentives to the private sector under the public-private partnership (PPP).Chief Secretary to the Government Tan Sri Dr Ali Hamsa said this may be by way of developing a set of public sector indicators in the assessment of PPP projects and implementing innovative PPP's which efficiently utilise the private sector capabilities.

"Infrastructure projects shall remain relevant in the PPP, albeit with a focus on new areas, for instance green technology and energy-efficient designs as well as selecting projects such as opening up of new and strategic townships, areas like development corridors and cities," he said in his special address at the International Directors Summit (IDS) 2015 here, Tuesday.

According to Ali, the government has saved RM211.3 billion with the implementation of 698 PPP projects from 1983 to December 2014.

He said its includes total capital expenditure of RM195.6 billion, operating expenditure of RM9.3 billion and proceeds from the sales of government equity and assets of RM6.5 billion.

"Malaysia has marked many achievements through the PPP arrangements, including 31 toll highways and bridges, as well as 12 Universiti Teknologi Mara (UiTM) branch campuses nationwide," he added.

He said private investment is expected to play a more significant role in economic development, having contributed 17.5 per cent to the total Gross Domestic Product last year.

The two-day IDS 2015 which began yesterday is jointly organised by the Razak School of Government (RSOG) and the Malaysian Directors Academy (MINDA).

It features more than 30 local and internationally renowned speakers discussing issues, challenges and potential improvements to the current PPP. – Bernama
