Special unit to recover RM7m parking arrears

Kota Kinabalu: A special unit is being put together to recover some RM7 million in parking arrears owed to City Hall.The unit, which will be placed under its enforcement department to give it more muscle, is expected to swing into action next month.

The money is the accrued sum owed by motorists between May 2012 and October 2014, according to Jimon Jahim of DBKK Holdings, a company under City Hall, tasked with managing car parks and collecting fees.

"Currently for ticketing, the unit only focuses on compound, investigation and prosecution. There is no recovery part in it.

"This new unit is a full team whose role would extend into recovering the fees due from motorists."

He said in the meantime, DBKK Holdings is currently actively issuing notices of demand to motorists who would be given 30 days to clear the fees due inclusive of a 10 per cent access charge.

He also said as with the current system, notices issued by the new unit would also result in prosecution at the City Hall Court.

"It is evident that the former ticketing system was weak. It encouraged people to owe.

"Motorists had 21 days after receiving the ticket to pay and usually after the 21 days they lose the ticket. While some just wait for City Hall Amnesty Month."

He said the decision to set up the unit was made after the new coupon system was introduced as they did not want previous due fees to be overlooked.

Previously, City Hall had held amnesty months to encourage motorists to pay up their car parking arrears.

Under the amnesty months, defaulters would enjoy 100 per cent exemptions of penalties to their arrears. The last amnesty month was from Aug 5 till Oct 3 last year.

In further efforts to help motorists, City Hall has also set up a website, https://ecompound.dbkk.sabah.gov.my, for motorists to log on for online enquiry on their summonses and compounds.
