More control over Timber activities

Kota Kinabalu: The State Assembly unanimously passed the Forest (Timber) Enactment 2015 that gives the State Government control on the registration of timber-related industries as well as monitoring of timber industry activities.Earlier, tabling the Forest (Timber) Bill 2015, Assistant Minister to the Chief Minister, Datuk Ellron Alfred Angin said the Enactment was basically to streamline the activities under just one law.

Presently licensing of exports and imports of timber products, registration of its exporters and importers, timber suppliers, jetty operators use to take out forest produce and enforcement of activities are implemented through the Customs Act and Malaysia Timber Industry Board Act.

Furthermore, provisions under the 1968 Forest Enactment and 1969 Forest Regulation at the moment are insufficient to carry out the activities regulated through the two Federal laws.

"This is also in line with the delegation of the control of issuance of license for export and import as well as registration of timber activities to the State Government through the two Acts," he said.

The Enactment would be put enforced beginning May 1, 2015 by the State Forestry Department.

Among those debating the Bill was Bingkor assemblyman Datuk Dr Jeffrey Kitingan who in expressing his support to the formulation of the Enactment hoped the State Government would exercise caution it would not be "over regulated." Among the timber products listed in the Enactment was bamboo and bamboo shoots, which Dr Jeffrey said is being used commonly by the people but now being regulated.

Meanwhile, the State Assembly also passed the amendment to the Members of the Administration and Members of the Legislative Assembly (Remuneration) Enactment 1981 that was due to "mistakes" in the amount of the new salary for the chief minister and deputy chief ministers.

The amendment to Section 6 of the Enactment was to change the amount of the chief minister's remuneration from RM23,625 to RM23,595 and the deputy chief ministers' from RM19,725 to RM20,872.50.

Tabling the Bill was Assistant Minister to the Chief Minister Datuk Edward Yong.

The State Assembly had passed the allowance increment for State Cabinet members, State Assembly administration and elected representatives last year.
