Kota Belud: State ommunity Development and Consumer Affairs Minister Datuk Jainab Ahmad said the new branch of the Kota Belud library will be opened on April 20. She also said the Sabah State library can make direct purchases from local writers but need to apply for approval and direct purchase exemption from the Finance Ministry.

"In 2014, more than RM20,000 was spent for direct purchase from local writers," she said.

In response to the Api-Api and Lahad Datu Assemblymen in relation to their questions on the swarming of beggars and street children, the Ministry will cooperate with non-governmental organisations and other government agencies through the National Blue Ocean Strategy (NBOS) to handle the issue.

On neglected children brought up by the Sekong Assemblyman, she said the Ministry takes the issue seriously and had held awareness campaigns through the Welfare Department to handle the issue.

Apart from that, she also said they found the access to facilities for disabled persons and senior citizens have increased.

Besides, in terms of the management to assist flood victims brought up by the Sindumin and Bongawan Assemblymen, she said her Ministry will take measures through NBOS in compliance with the Flood Standard Operating Procedures based on the Kemaman Gold Standard recognised by the Prime Minister.

"The quality of management that is systematic has also been upgraded by offering training to all the staff apart from improving the evacuation centres for flood victims.

"This approach is to offer efficient and the best service to all flood victims," she said, adding that the Ministry through the Welfare Department has also provided 23 Forward Bases at each of the districts in Sabah as a preparation to face natural disasters. "The Ministry is also planning to have four disaster depots in Beaufort, Kota Kinabalu, Kinabatangan, Kota Belud and Matunggong including Kota Belud," she said.

In another development, Jainab also said she welcomed the suggestion by the Balung Assemblyman to create a position for Women Development Officer at 30 areas in Sabah as it is in line with the Sabah Women's Affairs Department (Jhewa) to have branch offices in Kudat, Sandakan, Keningau, Beaufort and West Coast.

On the proposal to have Jhewa branch offices, she said it had been submitted to the Finance Ministry since the Ninth Malaysia Plan (RMK-9).

"However, I am also aware of the financial constraints and I suggest that the Finance Ministry and Public Service Department look into the proposal of creating a paid position," she said, adding that several programmes and activities involving gender awareness had been held to educate the public as most are still gender blind.
