Cleaner Keningau if by-laws amended
KENINGAU: Angkatan Perpaduan Sabah (APS) urged the Keningau District Council to review and abolish any Local Government By-Law that is outdated and no longer relevant. 

Among them is the Local Government Ordinance 1961 (Sabah No. 11 of 1961) that was created during the British Government time. 

“The nation gained its independence over 56 years ago and yet the By-Law is still in used until today, especially in Keningau,” said APS Vice President Paul Kadau (inset). 

“I believe the people of Keningau are also wondering why outdated ordinance such as the Public Health Ordinance 1906 and the Keningau District Council 1961, among others, are still being used,” he said.

He said the time has come for the government to review the official By-Law of each district council in Sabah, especially in Keningau, adding that such laws are no longer appropriate for the current time. 

Paul, who is also Keningau APS Division Chairman, said he believes the situation in Keningau is far different now compared to 1961 citing differences in the people’s needs.

“Keningau is rapidly developing and as ratepayers, the people need better services from the District Council, unlike now where even the rubbish bins are filthy and left uncollected for days on end,” he said. 

He said some of the bins are overflowed with maggot-infested rubbish. 

“We hope these areas especially Keningau will be clean and beautiful once the amendment is applied to the district council’s By-Laws,” he said. 

“I believe ratepayers wouldn’t mind paying the tax if the services were improved and meet the needs of its residents,” he said. 

He also wanted to know if it was necessary to appoint many district council members (up to 20 people) when there is still no obvious changes in Keningau in terms of hygiene. 

In addition, he questioned the rationale behind the demolition of completed projects that were handled by previous government without any explanation given.

Citing the bus terminal, he said that it has been completed but demolished without explanation. “Such action is clearly a waste of the people’s money,” he said. 

He also said the bridge in front of SM St Francis Xavier was suddenly torn down and replaced with a new bridge and walkway that cost about RM1 million.
