Advice to the legally-employed Filipinos
Kota Kinabalu: All returning Filipinos who are legally employed in Malaysia, including Sabah, are advised to set an online appointment through the BM Online Processing System at www.bmonline.ph at their preferred date and time in any of the Philippine Overseas Employment Administration (POEA) or Philippine Overseas Labour Office (Polo) to avoid inconveniences like trip cancellations and delays amongst others.

The advice is targeted at returning documented overseas Filipino workers, workers not previously registered with POEA - workers with no existing record of deployment with the POEA or Polo, and workers who changed employment on-site - workers who transferred or entered into a new employment contract from one employer to another.

POEA Administrator Bernard Olalia (pic) said the office is now fully implementing the online appointment system which also means that overseas job applicants will no longer be entertained at any of the POEA offices.

“Walk-in applicants will not be entertained,” Olalia said and advised those seeking employment abroad to schedule an appointment from Monday to Friday, except holidays.

Olalia said the accommodation of walk-in applicants who come to POEA has prejudiced those who want to get an appointment in the morning using OROAS.

A majority of those who walk in without an appointment are applicants for household service workers, Olalia said.

Olalia advised recruitment agencies and OFWs to avail of the online appointment system.

“The agency has started the strict and full implementation of the overseas Filipino Workers (OFW) Record Online Appointment System (OROAS), “ he reiterated.

He said the measure is in pursuant to POEA Governing Board Resolution No. 04 Series of 2018 amending Section 122 of the Revised POEA Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Filipino Workers of 2016.

Bernard said all returning workers covered by the said guidelines are required to submit the necessary documents for the issuance of Overseas Employment Certificate (OEC).

For workers registered with POEA and vacationing for the first and are returning to the same employer and jobsite are required to submit the following documents when applying for OEC:
  • Passport valid at least six months;
  • Valid and appropriate visa and/or work permit;
  • Employment contract duly verified/authenticated by Polo/Embassy/Consulate for domestic helpers, performing artists,masseurs/masseuses, cleaners, construction workers and workers who have not return to their employers within six months from their arrival; and
  • Any proof of existence of employment that worker is returning to the same employer (current certificate of employment,valid consular many ID,or recent pay slip.
  • Documents required for workers who have existing record with POEA returning to the same employer but to a different country:
  • Passport valid,for at six months;
  • valid and appropriate visa and/or work permit;
  • Original copy of valid employment contract (verified/authenticated by Polo/Embassy/consulate ;
  • Any proof of existing employment that worker is returning to the same employer (Employment Certificate,company ID, recent pay slip;
  • Letter from attesting to the transfer of jobsite MOU the worker.

Required documents for workers who are not registered with POEA or who changed employer on-site:
  • Passport valid for at least six month;
  • Valid and appropriate visa and/or work permit;
  • Original copy of valid employment contract verified by Polo or authenticated by Embassy/Consulate;
  • Any proof of current employment such as current Certificate of employment,company ID, or recent pay slip;
  • Sworn statement of worker providing explanation on how he/she was hired by the current employer.

Bernard said returning workers who are registered with the BM Online Processing System and are returning to the same employer and jobsite can avail of the OEC exemption.

“Utilising their registered email and password to log-in, the ‘How To Use The Online System’ will guide the workers on how to avail their OEC exemption,” the Administrator said adding that workers who possess OEC exemption can directly proceed to the airport for their final departure formalities.

On other concerns, Bernard said POEA May issue OEC At the LAC only to returning workers on special/emergency leave who are on vacation for one week or less and to the Cabin Crew/Flight Attendants.

“Returning workers processed/deployed by Government Processed Branch(GPB) shall pass thru POEA but shall be exempted from the requirement of presenting verified contracts/employment documents...Workers who were originally deployed by the GPB but changed their’ employers on site, however, must secure employment documents verified/authenticatedby Polo/Embassy/Consulate,” Bernard explained.
