Extend time for Labuan  Port proposals: Chamber
LABUAN: The Labuan Chinese Chamber of Commerce (LCCC) said it is unfair for parties interested in the management of the Labuan Liberty Port to be given merely nine days to submit their proposals.

Its Chairman Datuk Wong Kii Yii (pic) said representatives of the Bintulu Port Authority (BPA) were in Labuan on Aug 13 to brief interested parties on tenders, with some slide shows of the port. 

“However, there were no further details such as who would be responsible for the wharf, warehouses and infrastructure repair. A representative explained that the request for details would be made at the BPA Board meeting next week. 

“This means the interested parties are hardly given enough time to prepare for their proposals as the closing date for tenders is Aug 22,” he said.

“By the time the BPA Board decides on the request made by the interested parties or companies, the tenders would have already been closed,” he added. 

Wong said the procedure was upsetting and seemed to suggest that the call for proposals is merely a formality.

He said normally for such a big tender requiring a capital outlay of about RM30 million, there would be a call for pre-qualification of interested parties.

He suggested that consideration be given to Labuan-based companies to manage the Labuan Port since local companies have been providing stevedoring, transportation and other services at the port for decades. 

The Labuan Liberty Port had been managed by a private company called Labuan Liberty Port Management Sdn Bhd since 1998 till 2017 when Labuan Port Authority (LPA) was set up. 

This was done through an extension of the BPA Act and RM6 million in administrative funds were channelled for LPA.
