Strengthening native admin system more important: APS
KENINGAU: Angkatan Perpaduan Sabah (APS) said it is better to focus on instilling the values of native administrative customs, in addition to the recommendation to change the title of “Ketua Kampung” (KK) to “Ketua Adat Kampung” (KAK).

APS Vice President Paul Kadau said the recommendation of switching the KK title to KAK would not change and improve efficiency, as what is truly important is to have a new system in order to meet the challenges ahead.

He said this does not mean that those appointed had no experience in administration but rather be exposed to new methods, especially office management procedures and work ethic codes to complement a skilled native administrator.

“The recommendation to change the name of KK to KAK is good and we agree but what is more important is the native administration system of each Ketua Kampung that needs to be strengthened and those who hold the position are knowledgeable in indigenous customs.

“We do not want to see a Ketua Kampung as a “rubber stamp” for verifying documents that the villagers need, while the power the Chief has in administering native villages is taken for granted just like that.

“Perhaps this weakness is due to the Ketua Kampung’s lack of experience in native village administration,” Paul said, citing a number of past incidents, including  where a Ketua Kampung was jailed for verifying a foreigner’s nationality as Malaysian to obtain an identity card.

Paul was commenting on the statement by Keningau  Warisan chief Datuk Jake Jikulin Nointin’s recommending that the current KK customary title be replaced with KAK.
