PENAMPANG: The District Council is in the dark over the development taking place on a hill fronting the Sigah landmark in Donggonggon, here, and will only know once the actual landowner of the two parcels of land there submits the respective development plans. A Council spokeswoman said it had yet to receive the Development Plans for what is claimed by two landowners carrying out the work, that it is to build a house over three acres, as well as a Chinese temple on opposite sites of the sprawling hilltop spanning several acres.
