Cutting red tape, luring investors

Kota Kinabalu: The State Government has and is currently implementing various improvements to the administration to reduce bureaucracy, accelerate approvals to run enterprises, businesses and attract more investors to the State, said Head of State Tun Juhar Mahiruddin (pic).“To accelerate these improvement initiatives and to make an immediate impact on service delivery performance, the State Government has set a target of five years from 2020-2024 to achieve Smart Digital Government status.

“During this period, the State administration will be transformed gradually from digital automation to digital transformation, and finally to digital innovation,” he said. Delivering the State Government’s Policy in his speech in conjunction with the opening of the first meeting of the 15th State Legislative Assembly’s Third Term, here, Thursday, Juhar said the digital government concept is based on the 5A approach - Accessible by Anyone at Any Time, Any Where, by Any Mobile Device.

He congratulated the State Government on various reforms and improvement initiatives despite some challenges and obstacles. He noted that the State Government had abolished the Central Board of Town and Country Planning and replaced it with the State Planning Council.

The State Planning Council plays a role in drafting top-level planning policies for physical development in Sabah. Juhar said delegation was given to the Local Authority to enable it to consider and approve the Development Plan through the One-Stop-Centre. “The decision aims to accelerate the approval of the Development Plan to developers without compromising the quality of the development project and addressing issues that may lead to loss of investment.

“The State Government has also begun implementing the Electronic Planning Permission (ePP) system for approval of the Development Plan within 24 hours,” he said. He said the State Government will continue to take proactive steps in translating the strategic policies contained in the Sabah Structure Plan 2033.

“Preparation of District Plans and Local Plans covering area zoning will be done in accordance with the proposed land use and compliance with existing development guidelines,” he said. He said the implementation of Local Plans will be a mechanism of development control by Local Authorities throughout Sabah.

“The State Government will continue to be committed to coordinating the development of housing through the Sabah Affordable Housing Policy, which is affordable housing to target groups with the aim of ensuring that the housing sector continues to be resilient, organised and accessible to all target groups,” he said. He also noted that the State Government has abolished communal grant land policy. In 2019, 48 communal grants were abolished throughout the State involving 51,169 acres, adding that a total of 6,346 lots have been successfully measured under the Native Programme.

“Since the State Government has decided to abolish communal grants and replace them with individual native land grants in 2018, the State Government has successfully issued 9,339 individual land grants to natives throughout Sabah.

“In addition, the State Government has dissolved 1,637 hectares of various forest reserves to be gazette as village reserves under the Land Ordinance,” he said.
