City Hall hopes to provide rate-payers at some Inanam shophouses with new communal bins, following a complaint that these receptacles badly needed to be changed.

A spokesman for the agency’s Solid Waste Management Department (SWMD) said any bins which were no longer fit to be used would be replaced.

“This work will be carried out in stages. We are in the process of changing the bins in the central business district for Kota Kinabalu,” he said.

“Once we have finished this, we will change the bins in the smaller towns including Telipok, Manggatal, Inanam, Foh Sang, Lido, Sembulan and Tanjung Aru,” he said.

“Finally, we will turn our attention to the neighbourhoods within our rating area.”

He was responding to a complaint from an Inanam rate-payer about the condition of the garbage collection-point for the commercial area along Lorong Inanam Laut.

The individual was unhappy about how unsightly the collection-point looked because bits of rubbish were frequently left behind on the grass and road there.

The spokesman said City Hall had taken steps to address the shop-owner’s grievance.

The collection-point was more presentable after it had been swept clean.

“Our staff cleaned up the area where the bins were stationed on the same day that we were contacted by the media,” he said.

“We will also look into changing the bins, once we get round to dealing with the garbage facilities for those commercial areas outside KK.”

HSU, a proprietor at these Inanam shophouses, said the road and grass –  where the bins were placed – was a mess.

He was under the impression that City Hall’s garbage collectors had failed to remove the bits of rubbish that fell by the side when they emptied the bins.

Hsu also decried the poor condition of these receptacles, which he said were in a “bad” state.

He said some of the wheels were missing and sections of the plastic were cracked, so much so that these receptacles could not properly contain the refuse thrown inside.

“Because of this, some of rubbish inevitably falls onto the ground, giving the garbage collectors more work to do.

“They are supposed to pick up the bits strewn about on the grass and road near the bins.

“When they fail to do this, the remnants left behind make the collection-point look like an eye-sore.” He shared his frustrations about the mess with another proprietor at the shophouses.

“He too was upset about this matter. This shop-operator told me that, sometimes, he asked his staff to sweep up the bits of rubbish around the bins. “At one stage, he reported this garbage woe to City Hall and was shocked by the response from the staff who took his call.

“This individual apparently told him that he would just have to make to do with the existing bins.

“My friend was made to understand that the agency did not have the means to replace them with new ones.”

Hsu hoped that the authority would reconsider this stance and have those bins, which were too far gone, replaced. He also urged City Hall to weigh up the possibility of placing another one of these receptacles at this commercial area.

“The garbage piles up quickly at the collection-point because ‘outsiders’ have been dumping their refuse here.

“The collection-point is meant for those who live and work at the shophouses but others living in the surrounding area have making use of the collection service,” he said.

The bins at the collection-point for this Inanam commercial premises are damaged and the area nearby is a mess.

Owing to this development, he suspected that two bins might not be enough to contain the amount of rubbish being thrown into these receptacles.

“This could be another reason for why the rubbish is haphazardly strewn around the collection-point. The bins may already be too full.” The spokesman explained that the refuse at commercial areas around Kota Kinabalu was cleared on a daily basis.

This was done twice weekly in residential areas within City Hall’s rating area, according to him.

“A check of our records reveals that there has not been any breakdown in the collection service for the shophouses along Lorong Inanam Laut,” he said.
