(pic) called on the authorities not to simply issue compounds for violation of standard operating procedures (SOPs) without a proper investigation.
He said the authorities should use their discretion before taking action, given that the complicated SOPs spark confusion among the people, causing those who do not understand to be unreasonably compounded.
