History behind the disputed land

I WAS a council member of KKCCC when the late Datuk Sari Tan was the President over 20 years ago. Let me give the public some background information on the “disputed land” of 7,200 sq feet between the Chamber and SUDC, and let you all be the judge whether there is indeed a “land grab” by SUDC or not. 

(1) KKCCC owns Chung Hwa School since 100 years ago! It also owns a piece of land measuring 7,200 sq ft decades ago, with proper land title. It was situated behind the school but not the present disputed location. 

In those days, a lot of school lands were donated by Chinese philantropists as education is very important in the hearts of the Chinese until today. They will fight until the last breath to keep it! 

(2) In early 1970s, the government acquired all the land in Kampung Air water village and gave it FREE to SUDC/Sedco to develop Asia City in different phases. If these lands were given to any private developer, he/she would be a billionaire by now but not SUDC, a GLC which is still broke today and financially in dilapitated state! 

(3) SUDC signed a JV Agreement with Asia City Property Development Sdn Shd (ACPD) to develop the land in 4 phases.

Full Power Of Attorney was given to ACPD. Phase 1 were the shoplots, two was the AsiaCity mall and both were completed. Phase 3 was a hotel and was abandoned and later auctioned off to Hilton chain (rumour is that SUDC walked away with a whooping 20m in the pocket leaving the poor subcontractor almost bankrupt!). Phase 4 was the abandoned StarCity project —where the present disputed land lies and over 200 poor buyers are in  a dilemma! 

(4) Owners of all other “water houses” were given compensation then, for the acquisition but KKCCC did NOT receive a single sen because there was an agreement between KKCCC and ACPD, the fully authorized JV partner of SUDC to swap with the present disputed land, measuring exactly 7,200 sq ft. 

With this agreement, KKCCC surrendered their original title. We understand that the whole AsiaCity is still under one single title(s) as Sedco/SUDC has not submitted it for subdivision. In this way, how to show proof of title as they loudly demand in their press release? This is another hopeless act of many GLCs with long standing sub division of titles not settled! 

(5) ACPD proceeded to submit many development plans for the different phases of AsiaCity, with the full endorsement and acknowledgement of SUDC as landlord and title holder. Previous SUDC management staff ALL acknowledged that piece of land was designated to KKCCC school for educational purpose and clear indication was written in the masterplan and DP for Starcity project.

 (6) Now, the StarCity project failed, due to lack of proper supervision on the part of SUDC. They have the “gut” to come to tell the public that they own the land and has no obligation to honour promises made by their previous JV partner i.e ACPD (who had received their full power of attorney to proceed!) 

We elected a new government with the HOPE of transparency and better governance, to rid all malpractices and injustices to the people.  

Please show us that you are walking your talk, fulfilling your election manifesto. Thousand of students, parents and alumni are watching closely on the outcome of this land dispute issue. 

Hundred thousand more members of the Chinese community are waiting to see a fair outcome, that justice is done. 

Don’t forget 95pc of Chinese voted in the new government in GE 14 and this issue can easily be manipulated by the opposition IF not resolved fairly. We beg you to do the right thing.
