Man hit in stray dog case under probe for obstructing civil servants
The video of an elderly man being roughed up by MBPJ officers during an operation to capture stray dogs has gone viral.
PETALING JAYA: The senior citizen who was allegedly roughed up by Petaling Jaya City Council (MBPJ) enforcement officers during an operation to capture stray dogs is now under probe for preventing government officials from carrying out their duties.

District police chief Fakhrudin Hamid said they received a report from the enforcement team that the man had closed the gates to his premises with the stray dogs inside when they were carrying out an operation to nab the animals following complaints from the public.

“Following his action, the officers were unable to carry out their official duties to catch the stray dogs.

“In the scuffle, the man was injured after he was accidentally hit by a rod used to catch stray dogs,” he said in a statement.

Fakhrudin said the case was being investigated under Section 323 of the Penal Code for causing injury and Section 186 for obstructing officers from carrying out their official duties.

In a video that went viral, an elderly man can be seen being roughed up by MBPJ’s enforcement team while he tries to protect his dogs from being captured.

An enforcement team member can be seen hitting him with an iron rod used to catch dogs.

The incident took place at Taman Kanagapuram, off Jalan Klang Lama, here on Thursday night.

Yesterday, Petaling Jaya MP Lee Chean Chun demanded that the MBPJ explain the conduct of its officers captured on camera roughing up the elderly man during an operation to capture stray dogs.

“I hope that a detailed investigation will be conducted by the council’s integrity unit,” he said, adding such an incident should not happen again.

The council said it had initiated an investigation following the circulation of the video online, promising to be fair in its probe.
