RM1.6 billion Federal RM50 million projects

Kota Kinabalu: Works Minister Datuk Shahelmey Yahya said Sabah received 141 Federal development projects from various ministries each worth RM50 million or less, with a total worth of RM1.635 billion in the Third Rolling Plan. 

From the 141 list of projects, 61 projects with a project cost of RM 8.967 million were exempted from the Treasury Instruction (AP) 182, namely 60 projects from the Ministry of Health Malaysia and one from the Ministry of Rural and Regional Development with a value limit of up to RM1 million for minor maintenance and repair projects. 

While 15 projects with a total value of RM 316.563 million were granted exemptions based on applications made by various other federal ministries, as the owner agency, he said in his winding up speech at the State Assembly sitting.

The final list of projects done by Sabah Public Works Department is 65 projects with a total cost of RM 1.3 billion. Out of 65 projects, 44 projects are expected to be tendered in 2023 and 21 projects in 2024 (i.e. the implementation is at its preliminary work stage). So far, 17 projects out of the 44 projects listed are in the procurement stage, with expenditure costs amounting to RM824, 200. 

A total of nine projects have been tendered, one is in the process of waiting for the decision of the Procurement Board, four will be tendered in December 2023 and three more are expected to be tendered in early January 2024.

For maintenance of damage roads and village roads, referring to the Maintenance Management Procurement Guidelines 3.0, village roads registered in the Malaysian Road Records Information System (Marris) System by government agencies such as Public Works Department, District Council/Municipal Council, and also District Office. 

Based on the Marris data as of Dec 31, 2022, village roads throughout Sabah is 2,731 kilometres long and the length of roads maintained according to agencies are public works department (2,224km), District Council/Municipal Council (493km) and District Office (14km). 

He also said that the Ministry is doing its level best to deal with and resolve water supply issues that are often raised. 

He said in addition to the implementation of development projects such as the State Water Supply Programme funded by the State Government, the Immediate Water Supply Programme/Sabah State Water Supply Plan through the Ministry of Natural Resources, Environment and Climate Change (NRECC); and the Federal Grant for the Sabah Rural Water Supply Programme through the Ministry of Rural and Regional Development, the structure and organisation of the State Water Department itself was revamped to be relevant to current demands.
