State competency and power to enact laws

MALAYSIA is a country that practices a parliamentary democratic system under the administration of a Constitutional Monarch with His Majesty the Yang di-Pertuan Agong as Head of State.

Parliament is the highest legislative institution in the country that enacts laws.

Even so, the State Government can enact, amend, or repeal laws related to the State List and Concurrent List as enshrined in the Federal Constitution through their respective State Legislatures (DUN) as per the Ninth Schedule of the Federal Constitution.

The Ninth Schedule of the Federal Constitution divides the jurisdiction to legislate for the Federal and State governments, including some matters that are placed as joint responsibilities.
