Hitch in youth empowerment plan

SANDAKAN: The Youth and Sports Ministry (KBS) is ready to inform youth stakeholders about the Youth Leadership Transition Plan to be fully implemented from 2026.

Its Deputy Minister Adam Adli Abd Halim said the Ministry faced some challenges in implementing the plan, including the preparation of youth organisations involved in ensuring compliance with Act 668 Amendment 2019.

“Because of that, we are giving a relatively long timeframe where overall we put in 2026 there will be no more youths over 30 competing for posts as office bearers.   

“But they still have space within a year, which is in 2025, to recruit, train, reshape and redraft the constitution and things that need to be done before 2026,” he said.

He said the main challenge is the Registrar of Youth Office (ROY) for them to ensure that it can meet the needs of these youth associations where there are youth associations that still need more guidance regarding the transition.

This includes youth associations that need access to the community, students and others, he said, adding the Ministry will also help from time to time through programs and spaces related to youth.

Adam Adli said this after attending as a panelist at the Youth Leadership Transition Plan Engagement Session in conjunction with the 2024 State-level Kembara Jumpa Orang Muda (JOM) programme at the Harbour Mall, here.

Also with him as a panellist is Sandakan Member of Parliament Vivian Wong Shir Yee. Sabah Youth and Sports Department Director Apui Jan was also present.

There were also briefings by ROY as well as on Rakan Muda activities and exhibitions by government agencies.

Adam Adli said the implementation of the Kembara JOM also shows the Madani Government’s commitment to empowering youth development in line with the wishes and aspirations within the framework of Madani Malaysia and the Madani Youth Development Model 2030 (MPBM 2030).

Sabah is the 12th state for the Kembara JOM and Sandakan is the 17th destination, he said, adding the Kembara JOM would also be carried out for a week in other districts, namely Putatan, Kota Kinabalu, Keningau and Kudat.

It is the same as the Kembara JOM Borneo edition in Sarawak before going to Labuan after Sabah.

He said the Kembara JOM is also an opportunity for the Ministry to activate youth organisations at the grassroots and in their respective districts as well as youth involvement in dialogue and question-and-answer sessions to gain the views and needs of the youths.

He expressed his appreciation to the host (Vivian) for the success of the Kembara JOM, which was attended by high school students, higher education and youth associations around Sandakan, including the Karamunting Youth Association which received a five-star rating as the most active youth association in Sandakan.

The Kembara JOM Sandakan was also attended by youths from Tongod and Beluran.

“This is also a good space for us to hear the voices, complaints, criticism and views of the youth,” he said.

The Kembara JOM is a KBS initiative through the National Youth and Sports Department (JBSN) and ROY to enable youth stakeholders to provide feedback and views on the draft Youth Leadership Transition Plan directly to the top leadership of KBS.

The feedback and views received will be used to finalise the plan which will be the driving force behind the implementation of amendments to the Youth Societies and Youth Development Act 2007 [Act 668].

Among the main contents of the amendment to Act 668 are the lowering of the definition of the youth age limit to 30 years, the setting of the age limit for the head or office holder of a youth organisation which is 18 to 30 years and limiting the term of the head of a youth organisation to four years.

The Act 668 amendment was passed in Parliament in 2019 and will come into force on January 1 2026.

The Kembara JOM is the best platform for youth stakeholders to get feedback and views on the youth leadership transition plan.

It also increases knowledge and understanding related to Act 668 and the 2019 amendment, increases knowledge and understanding about the direction of youth and national youth leadership and obtains the latest information to design comprehensive, inclusive and comprehensive youth development programmes and activities.

Meanwhile, Vivian welcomed the Kembara JOM by KBS where the youth can voice their aspirations and dare to voice their views and needs such as water supply in a school here and other youth needs.

She said all the views would also be brought to the knowledge of the Government for further action.
