Kota Kinabalu: The State Government reaffirmed its strong commitment to enhancing public service delivery and extending the benefits of development to all citizens through the Malaysia Madani approach.
Chief Minister Datuk Seri Hajiji Noor emphasised that civil servants are the backbone of the State's development success and the implementation of government policies. As such, their roles must always be grounded in integrity, efficiency and a strong sense of responsibility.
“The people are watching. Our conduct, speech and how we serve the people reflect the effectiveness of the government of the day’s delivery system.
“Therefore, civil servants must internalise the Madani principles – Sustainability, Prosperity, Innovation, Respect, Trust and Compassion – not merely as slogans, but as part of their work ethic and culture,” he said at the State-level Madani Loyalty Tour Programme at Sabah International Convention Centre (SICC), Friday.
Also present was Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar who delivered a special address to civil servants in Sabah as part of the National Madani Loyalty Tour initiative.
Hajiji said close cooperation between the State and Federal governments has led to various initiatives for the wellbeing of the people of Sabah, including the Program Madani Rakyat 2024: Sayangi Sabah, which attracted nearly 485,000 visitors.
Among the initiatives are the establishment of 219 Madani Community units in Sabah with an allocation of RM657,000; the Ehsan@Kuskop programme targeting Kota Belud, Kota Marudu and Kudat; as well as various forums and educational discussions to deepen understanding of Malaysia Madani.
At the State level, Hajiji said the Government continues to provide various forms of assistance, particularly for the B40 income group and students. These include the Higher Education Registration Assistance (Budi), Computer Assistance (Baik) and the GRS-Subfly flight subsidy of RM600 for Sabah students studying in Peninsular Malaysia and Sarawak.
Other initiatives include the Sentosa assistance of RM300 for local tertiary students, the construction of 3,000 Rumah Mesra SMJ homes worth RM250 million and the people’s outreach programme Syukur which provides RM300 monthly cash aid from early to end of the year to 100,000 poor and hardcore poor household heads in Sabah.
Touching on human capital development, he said the State Government Scholarship Fund has been significantly increased from RM55 million in 2022 to RM128 million in 2025.
“Support for Sabah’s youths to further their studies is not merely about education – it is a long-term investment in producing future leaders and a competitive workforce,” he said.
Hajiji also called on the 21,989 State civil servants and 126,677 Federal civil servants in Sabah to act as facilitators in disseminating information about government policies and initiatives to the public.
“Deliver the Government’s message down to the grassroots. Let the people know that the Government is not just planning but actively implementing many development initiatives for the wellbeing of the State and its people. The service provided must be prompt, efficient and delivered with integrity,” he said.
He also urged all Sabahans to set aside political differences and strengthen unity for the State’s progress.
“Political stability is the foundation of prosperity. Let us move forward together in the spirit of solidarity, prioritising unity and renewing our commitment towards a brighter future for Sabah,” he stressed.
