JKR receives 141 projects worth RM1.6b

THE State Public Works Department (JKR Sabah) received a total of 141 projects with a total cost of RM1,635,525,165.52, under Rolling Plan 3 (RP3), in 2023.

State Finance Minister Datuk Seri Masidi Manjun said to Daily Express for its Ministry Focus on State Ministry of Finance (MOF).

He said the exemption of projects under RM1 million is based on the letter of permission from the Federal Ministry of Finance and the projects involved are as many as 61 projects with a cost of RM8,967,000.

“In addition, there are also ministries that are given exemptions (projects above RM1 million) based on applications and a list of justifications, which is as many as 15 projects (RM 316,563,856.29).

“Hence, the final total of projects implemented by JKR Sabah for RP3 of the 12th Malaysia Plan (12MP) were 65 projects with a cost of RM 1,309,994,309.23,” he said, adding that no project has been completed last year under RP3 but 22 projects were tendered from August up to December, 2023.

He said 43 projects are expected to be tendered this year within the period of January until October 2024.

While for this year 2024 under Rolling Plan 4 (RP4), Masidi said JKR Sabah received a total of 142 projects with a total cost of RM2,434,369,094.09.

“A total of seven projects were not applicable (in FT Labuan area) with a total cost of RM25,510,000.

“Application for exemption from the ministry (for projects above RM1 Million) for seven projects involving a cost of RM 69,727,247.00. 

“Hence, the final total of projects implemented by JKR Sabah for RP4 of the 12MP is as many as 128 projects with a total cost of RM 2,339,131,847.00 (RM2.34 billion),” he said.

Masidi said the total number of projects accepted and implemented by JKR Sabah worth RM50 million and below is 269 projects with a total cost of RM3,649,126,156.23 (RM3.65 billion).



For RP4 projects, he added that all projects are still in the preliminary work stage.

He said the approved projects include construction projects and upgrading building facilities, upgrading and replacing bridges, slope repairs, rural electricity supply projects and reconstruction of poor buildings in schools throughout Sabah. 

Project management and implementation, he added is under the responsibility of JKR Sabah.

Among the steps taken to ensure the funds are spent judiciously include monitoring the implementation, physical and financial progress of the project on a regular basis, and to ensure project expenditure performance in accordance with the approved annual allocation ceiling.

“After the recognition of JKR Sabah as a Technical Department, JKR Sabah was authorised as the implementing agency for Government procurement including consultancy services for the Federal Government’s physical development projects in Sabah.

“JKR Sabah also has the authority to invite, open, evaluate, recommend and certify tenders for consideration by the Sabah Government procurement board according to the set value limit.

“The contractor’s appointment method is subject to the Treasury Circular (PK2) that is being enforced,” he said.
