Postpone issuance of  PSS, NGO urges KL
Tenom: NGO Mamagun Sabah (Mamagun) urged the Federal Government to postpone the plan to issue Sabah Temporary Pass (PSS) to foreigners holding refugee IMM13, Burung-Burung and Census Card in Sabah, but proceed with the original plan to send them all back to their respective country of origin.

Its Deputy President, Dzulkifli Gunsika (pic), said this is because the Federal Government does not have unilateral power to impose regulation on Sabah and Sarawak that will have impact on their citizenship rights like immigration without the formal agreement involving both states.

Apart from that, he said the PBS President Datuk Seri Dr Maximus Ongkili had said that the Government need to take into consideration other interests that is to protect the Malaysia Agreement (MA63) which is precise move and fully supported. Dr Maximus had said that the Federal Government has no unilateral power to formulate or implement policies and regulations regarding immigration without the formal agreement of the Sabah or Sarawak governments.

This safeguard is contained in the Inter Government Committee (IGC) under Chapter 3, Article 16 (f) (ii) which states that ‘admission to a Borneo State will not be granted to any person or class of persons, whether from inside or outside Malaysia, without the approval of the government of the state concerned’, he said. Dzukifli, who is a former Native Chief, said looking at this situation the Government cannot short cut just to give way to the implementation of the PSS.

“So the most apt way is to send back all the undocumented foreigners to their respective country of origin, as what the people of Sabah wants the Government to do.

“We are tired and fed up of thinking about the illegal immigrant issue in Sabah which is seemed to have no ending, while their numbers continue to increase even up million or over...when is this going to end?” he said in a statement.

He hope the Government will understand the situation and effectively deal with it once and for all, that is by sending the illegal immigrants all back to their respective country of origin,” he said.
