Qhazanah Sabah names two deputies CEOs

Kota Kinabalu: Qhazanah Sabah Bhd (QSB) has appointed two Group Deputy Chief Executive Officers amid growth in the State Government’s investment arm.

QSB Executive Director Tuan Haji Shukor Abdul Mumin named Joehary Ismail as Deputy Group Chief Executive Officer (Investment) while his counterpart for (Corporate) was Noor Afzalinah Mohd Afzul Khan.

“Joehary and Noor Afzalinah have extensive experience in handling matters in their respective fields for QSB,” he said.

“They will be a perfect in their new roles to assist our Group Chief Executive Ahmad Rizal Dahli,” Tuan Haji Shukor added.

He said while serving in his new role, Joehary would be under secondment as Managing Director of Warisan Quantum Management Sdn Bhd (WQMSB), a QSB subsidiary.

Tuan Haji Shukor noted that Joehary had extensive experience in handling investment matters since joining Warisan Harta Sabah Sdn Bhd (WHSSB), as QSB was formerly known, 23 years ago.

Joehary, an economics graduate from Wichita State University in Kansas, USA, had been heading WQMSB - a registered Private Equity Management Corporation (PEMC) under the Securities Commission Malaysia (SC).

He is also registered ‘Responsible Person’ under SC for the WQMSB, as well as an Investment Committee (IC) member for WQMSB’s Fund Companies - Excelsa Capital and Tharwa Capital. He is also a Board member in the WQMSB’s portfolio of investee companies.

Prior to his secondment to WQMSB, he was QSB’s Head of Investment and Chief Investment Officer (CIO) from 2013 to 2018. He started his early career at WHSSB as an Investment Executive in 1998.

He was then assigned to WHS Nominee (T) Sdn. Bhd. - a wholly-owned subsidiary of WHSSB, and later joint Suria Asset Management (SAM) and then SDB Asset Management (SDBAM) – both are Fund Management Company (FMC) licensed under SC.  His last designation in an FMC was as Chief Operating Officer (COO) of SDBAM. He was also a Board member, and a licensed holder of Capital Market and Services Representative (CMSR) for the company’s asset management activities.

Noor Afzalinah holds a Diploma and Bachelor of Computer Science from University Putra Malaysia. She obtained her Bachelor of Jurisprudence (Honors) from University Malaya in 2007. She started her career in the Legal Aid Bureau as a Junior Legal Officer and worked in private legal firms assisting legal partners on both criminal and civil litigation. She has more than 10 years’ experience in legal, compliance and regulatory role.

In 2011 she joined Suria Capital Holdings Berhad (SURIA) as a Legal Officer in the Legal and Company Secretarial Department handling both legal and company secretarial matters of the company. She was also the secretariat on the preparation of Annual Report and the Annual General Meeting of SURIA. She is also responsible to advise on the compliance of the Bursa Listings Requirements and reporting on Bursa.

Noor Afzalinah joined QSB in 2015 as Legal Manager handling legal matters of QSB and its subsidiaries including drafting and vetting legal documents, assisting the company and panel of lawyers on any litigation, arbitration and industrial relation matters. She also assisted the Human Resource Department on any disciplinary and domestic inquiry matters. In 2019, she obtained her company secretarial license and was appointed as the Company Secretary and Head of Legal of QSB in July 2019.

In January 2021, Noor Afzalinah was appointed as a Director of WHSB Technology Sdn Bhd and subsequently was appointed as the Executive Director in WHS Sterilization Service Sdn Bhd holding the post of Senior General Manager while still serving as the Company Secretary of WHSSB.
