Ewon clarifies Kuskop’s role
Ewon said in Kuskop’s efforts to ensure that implementation issues and the needs of entrepreneurs, cooperatives, hawkers and small traders are addressed in a targeted and thorough manner, a special committee named the District-level Entrepreneurs, Cooperatives, Hawkers and Small Traders Development Council chaired by a District Officer was formed and started on a pilot basis in Sabah.
Kuala Lumpur: The Entrepreneurship Development and Cooperatives (Kuskop) has formed a governance structure at the federal and state levels to ensure the development and coordination of entrepreneurial initiatives runs smoothly and there is no overlap.

Its Minister Datuk Ewon Benedick said Kuskop is the main coordinator of the implementation of entrepreneurial initiatives of various ministries and agencies, including implementation at the state level.

“At the Federal level, the National Entrepreneurs and Micro, Small and Medium-sized Enterprises Development Council (MPUPK) chaired by the Prime Minister or Deputy Prime Minister, is the highest body.

“It has the role of setting the direction and policy for the development of entrepreneurs and micro, small and medium-sized enterprises (PMKS) comprehensively across all economic sectors.

At the State level, the National Entrepreneurship Development Council (MPKN) chaired by him as Minister of Kuskop was established to coordinate the policy and direction of entrepreneurship development between the Federal and State Governments as well as coordinate the implementation of entrepreneurship initiatives so that they are more planned and strategic.

“The implementation of MPUPK and MPKN functions is assisted by several working committees namely the PMKS Highest Level Task Force (HLTF) and the National Entrepreneurship Development Technical Committee (JTPKN) which are respectively led by the Chief Secretary of the State and the Chief Secretary of Kuskop,” he said when answering a question from Riduan Rubin (Tenom) at the Dewan Rakyat here, Tuesday.

Riduan has asked the Minister about Kuskop’s role in coordinating the implementation of entrepreneurship development programmes and PMKS by other ministries and agencies, especially to avoid duplication of aid and programmes.

Ewon said in Kuskop’s efforts to ensure that implementation issues and the needs of entrepreneurs, cooperatives, hawkers and small traders are addressed in a targeted and thorough manner, a special committee named the District-level Entrepreneurs, Cooperatives, Hawkers and Small Traders Development Council chaired by a District Officer was formed and started on a pilot basis in Sabah.

“While in Sarawak, it will be implemented through the Divisional Entrepreneur Development Council (MPUB) and will be expanded throughout the country,” he said.

In addition, he said his Ministry through SME Corp also coordinate, monitors and evaluates the performance and achievements of the entrepreneur and PMKS development programmes annually through the SME Integrated Action Plan (SMEIPA).

“The SMEIPA system was also developed to facilitate the coordination of reporting on the planning and achievement of PMKS development programmes at the federal and state levels,” he said.

To an additional question from Riduan who asked about the coordination of the entrepreneurship development programmes between the Federal Government and the Governments of Sabah and Sarawak, Ewon said the Ministry had held engagement sessions with the State Governments of Sabah and Sarawak to improve the coordination of its entrepreneurship development programme with the state government.
