Kota Kinabalu: It is time for the Petroleum Act to be abolished and replaced by Petroleum Enactments in Sabah and Sarawak that provides for the two East Malaysian states to take over the ownership and control of all oil and gas.Harris said the two states can from their respective organisations to undertake the exploration and development of oil and gas.

"The Federal Government's revenue from oil and gas can come from the income tax from these state organisations. This move would streamline the Federal policy on the management of assets found in individual states, such as timber and land," he said.

It is also welcoming news for the people of Sabah and Sarawak if the Federal Government has intention to hand over more responsibilities in preparation to grant the two East Malaysian states full independence in future, he said.

Harris noted that since Malaysia is a Federation and in all fairness the Federal Government must also grant the same degree of autonomy to all the States in West Malaysia.

"Nevertheless, the autonomy announced by the Prime Minister must mean to understand the delegation of the day to day administrative power of the Federal Government Ministry and agencies to be given to the State of Sarawak and Sabah and to the Federal departments and agencies in the two States.

"In addition these two States must be consulted on any laws, rules or policies that affect administration and economic development of Sarawak and Sabah," he said, adding that Sarawak and Sabah need progressive Federal laws, rules and policies that are conducive for its economic progress and prosperity.
