Esscom's advice to investors on security

Lahad Datu: Don't hire illegal workers, seek expert security input and invest in deterrent measures – these are the most effective ways to addressing security concerns over investing in the east coast of Sabah.This is the advice from DCP Datuk Abdul Rashid Nasir, the Commander of the Eastern Sabah Security Command (Esscom), in response to security worries following a recent kidnap in Sandakan.

"People will talk and fears, real or imagined, are common," said Rashid during a courtesy call on him by a delegation from POIC Sabah Sdn Bhd on Thursday.

"We advise any investor to come to us for the correct information and seek our input in how to include preventive security measures in the business plan."

He assured that Esscom, set up in 2013 and comprising input and personnel drawn from the police, military and the Malaysian Maritime Enforcement Agency (MMEA), has the expertise and intelligence to empower investors in protecting their assets.

He cited as example the embedding by Esscom of scores of security personnel in maritime resorts in the East Coast.

Datuk Dr Pang Teck Wai, Chief Executive officer of POIC Sabah Sdn Bhd, had earlier briefed Rashid on the development of the Lahad Datu Palm Oil Industrial Cluster (POIC Lahad Datu), highlighting its economic importance to Sabah and the increasing global attention it has been receiving in the area of oil palm-based biorefinery potentials.

He said government and investor assets at POIC Lahad Datu could increase to a value of RM10 billion in the next few years and POIC Sabah needed expert advice on protecting these investments and how to respond to lingering security concerns since a border incursion in 2013 and incidents of kidnap-for-ransom that followed.

"Engage with us," Rashid advised investors, "let us know what you intend to do and your concerns, and we can help plan your security measures or even be a part of your measures."

He warned against hiring of illegal immigrant workers as they could be links to troublemakers.

For POIC Lahad Datu, Rashid recommended the erection of motion-sensing lights or close-circuit television (CCTV) or both. And to have an auxiliary police force set up in POIC.
