Letting expert groups to decide on inclusion

Kota Kinabalu: Sabah Housing and Real estate Developers Association (Shareda) is leaving it to the expert bodies whether they want to be part of a joint memorandum, which will fast track development approvals. The plan, which had been discussed for months involving experts the Malaysian Architect Association (PAM), Sabah chapter of the Institution of Engineers Malaysia (IEM), Consulting Engineers Association (ACEM) and the Sabah Law Association, is said to be able to cut property prices by five to 10 per cent.

On Aug 26, the expert bodies which also showed support to the plan clarified there had been no joint consensus on the contents on the joint memorandum.

They claimed the memorandum was prepared and submitted for the Local Government and Housing Minister Datuk Hajiji Noor by Shareda alone, adding that it was handed to the minister without getting their consent.

This was contrary to media reports that the joint memorandum was collectively drafted and submitted to the Minister as mentioned by Shareda President Datuk Francis Goh during a Shareda Dinner last July 31.

Goh in response admitted that this had happened, but pointed out it was the result of a misunderstanding.

He clarified that only copies of the draft were handed to minister for approval, before the memorandum could be finalised.

"Yet we are leaving up to them (the expert bodies), whether they are in or out…It is their right to decide to be part of this," he said.

"For Shareda, whether they are in or out, we will submit on our own accord," he added.

Goh said he plans to hold a meeting on this matter soon, while giving the bodies a month to decide on whether they are "in or out".

According to him, the proposal has long been delayed as all the draft proposal had already been submitted to all parties.

Goh said if the proposal is approved by the authorities it will speed up the approval of development plan from 30 months to 12 months, and also reduce the capital contribution charges imposed by the Sabah Electricity Sdn Bhd.

This he said will reduce the prices of properties by five to 10 per cent.
