Labuan: The Chinese Chamber of Commerce here (LCCC) is not entirely pleased with the three-month moratorium to Nov 1 on implementing the proposed Customs restrictions on the free port status enjoyed since before the formation of Malaysian. Its Chairman Datuk Wong Kii Yii said the deferment following the meeting on Monday between the Ministry of Finance II office and Labuan Member of Parliament Datuk Rozman Isli and others was good news but only a temporary relief.

We feel that the three-month postponement is inadequate and will appeal further, "he said.

He urged everyone with ideas to submit them to the Chamber so that they could be incorporated into the appeal to make it stronger and worthy of consideration by the department as the issue affects Labuan's economy and almost everyone," he said.

The Chamber also thanked Rozman for taking the Labuan issue seriously and cancelling all his appointments and programmes to meet the Deputy Finance Minister over the matter to find a quick solution before the implementation.

"Without his quick action, it would have been a dry Labuan from August affecting scores of retail outlets.

Many had indicated that the drastic move was like pull the carpet under their feet."

The Customs Department had proposed to impose restrictions and controls the sales of cigarettes, beer and liquor in response to save RM1 billion said to be lost through smuggling under the move only a handful of outlets would be allowed to sell duty-free liquor and cigarettes, watched by Customs personnel.

Besides, duty-unpaid Labuan vehicles exiting the island to the mainland for return with 90 days per year would also have to place a personal bond with the department instead of a cash or bank guarantee.

This applied to ordinary cars of below certain CC while for luxury cars and 4x4, the proposal would be further discussed.
