Public demand more from the govt now

Kota Kinabalu: There have been increasing expectation for professionals to establish and deliver higher ethical standard and integrity in their delivery of professional service for any country to properly implement good governance.Better focus of media attention and public scrutiny as well as increasing impatience of ordinary citizens and civil society are said to be the main cause of the high public expectation.

"Who does not want to see an effective governance and putting an end to corrupt practices and systems of the past?

After all behaving ethically is at heart of what it means to be professionals," said Yolanda David-Reyes, Commissioner of the Philippines Professional Regulation Commission.

Speaking when delivering her keynote address at the 8th Global Congress & Conferment Ceremony here, Yolanda explained that governance is a process where decisions are made and authority is exercised.

As movers and shakers of a nation, high public expectation, she said, is naturally expected of very professional.

But having made many observations of professionals and their service deliveries in her own country, the commissioner still has questions whether the system is producing the right people.

"Year in and year out I have witnessed the induction of many professionals – new doctors, new architects, new teachers and so on and so forth – but I sometimes wonder whether we are really producing the right professionals who will bring about good governance in the 21st century," she said.

She pointed out that many social critics have long observed that the high learning institutions have produced many professionals but society has still not changed for better.

"Perhaps what our society needs are professionals who will further uphold and live by the real meaning and value of professionalism; professionals who are conscious and committee to social obligations of their professionalism," she said.

She stressed that the distinguished mark of a true professional is his or her acceptance of responsibility in society and sets the model of good governance.

And on good governance, Yolanda said it must rest on the values of inclusiveness and accountability.

She reminded that inclusiveness implies equal participation and treatment of all people and that all people have the opportunity to participate in governance process and to demand accountability on the part of the Government.

"Accountability, on the other hand, ensures that actions and decisions taken by public officials must guarantee that all government initiatives meet the intended objectives and meet the needs of communities," she explained.

Yolanda said in upholding transparency, her country's President Rodrigo Duterte had signed an order of freedom of information that requires the government under the executive branch to disclose details of all their transactions and also laid out his 10-point agenda to people.

The global congress is organised by the Royal Institution the creates opportunities for its members to participate in its global seminars, congresses, conferences and present and publish research papers in RI International Research Journals of Singapore worldwide.

It recognises the talents and the achievements of academicians, architects, artists, businessmen, chief executive officers, chief financial officers, dentists, diplomats, doctors, educators, engineers, entrepreneurs, graduates, hoteliers, innovators, intellectuals, inventors, lawyers, leaders, legal advocates, linguists, nurses, paralegals, philanthropists, pioneers, planners, professionals, researchers, scientists, students, surgeons, therapists, and all individuals who deserve recognition.

RI confers on its members a globally recognised status.

The global congress was attended by local and international delegates in the fields of accounting, architecture, health and sciences, engineering, technical and vocational education, tourism, hotel and restaurant management, business, entrepreneurship, public administration and many other disciplines. Guest speakers will discuss the theme "Good Governance and Ethical Standards of Professionals of various fields in the 21st Century".
