Project to build bus stops: Tawau Council explains

Tawau: The Federal Government is funding the building of bus stops here using the Public Transport Provident Trust Fund (KWAPA) that is channelled to the State Government through the Sabah Economic Planning Unit (Upen).Tawau Municipal Council (MPT) President Alijus Sipil said the project was among those applied for by MPT and has been approved to be implemented here using the KWAPA.

"The allocation fund of KWAPA involves three main districts in Sabah, namely Kota Kinabalu City, Sandakan and Tawau.

"The proposal of the project was submitted to the Government since 2008 and the need of building bus stops in the municipality is often discussed in committees related to MPT issues, especially in the Traffic Committee," he said.

However, Alijus said the approval on the implementation of the project of building bus stops and terminal was received from the State Government in the middle of 2015 and preparation of detailed documents in regard to the project was assisted by consultants appointed by MPT.

He said this in a statement Tuesday on the background of the project after Kalabakan MP Datuk Ghapur Salleh urged the Malaysian Anti-Corruption Commission (MACC) to probe a project of building 42 bus stops here that involves a cost of about RM3 million.

Ghapur feared there could be wastage of public funds as the cost of building the bus stops was estimated to be RM70,000 each which he described as illogical.

"The documents have been finalised in July last year and the advertisement on the project was published in Daily Express on August 10 and 11 last year.

"And the briefing and visit to the sites by interested companies were made on Aug 17, 2015 that was attended by 21 companies and they were briefed on the scope of work and job specifications," said Alijus.

According to him, only 12 contractors had submitted the documents to MPT after the deadline of submitting the tender on the projects on Sept 28, 2015 that was later assessed at the MPT level on Oct 15, 2015.

"After the assessment was made, the tender documents were submitted to the KWAPA Tender Committee during a procurement board meeting of KWAPA Sabah that was in session on Nov 13 and 19, last year.

"Subsequently, MPT informed that Syarikat Labuk Berkat Contractor was awarded with the project and it has started work on the sites on March 7 this year, for five months," he said.

Alijus said the allocation for the project covers the building works on the structure of the bus stops, apart from preliminary works, site preparations, concrete and reinforcement, roofing, seat and safety railing, painting and signage, among others, as stated in the contract documents.

He said the cost of building the bus stops and terminal is not the same for each location as it would depend on the physical condition of the site.
