K'tan plans public caning demo

Kota Baru: The Kelantan government plans to have a public caning demonstration.According to state executive councillor Mohamed Fadzli Hassan, this is to show how it will be meted out in accordance with Islamic laws.

The Star quoted him as saying there was a difference between the whipping done in accordance with civil law and caning under Islamic law.

"We do not hit until the flesh is torn," Fadzli was quoted as saying.

"We want the public to understand how the caning is carried out.

"We want the public to understand that the punishment is not aimed at injuring a person.

It is meant to teach wrongdoers a lesson with the hope that they do not repeat the offence," The Star quoted him as saying.

Recently, news reports from Indonesia said a man collapsed while being caned under Islamic laws in Banda Aceh. He had been alleged to have had sex with a woman who was not his wife.

Fadzli had earlier told reporters in Kuala Lumpur that the Kelantan government was considering a demonstration of public caning as prescribed under the Syariah Courts (Criminal Jurisdiction) Act 1965 (Act 355).

PAS president Abdul Hadi Awang last year tabled a bill seeking to amend the Act. It is seen as a precursor to PAS's efforts to introduce hudud, the Islamic criminal punishment, in Kelantan.

The bill, when passed, would allow an increase in the current jail term from three to 30 years, a fine of up to RM100,000 and up to 100 strokes of the cane. Currently, the limit is six strokes of the cane.

The bill is expected to be re-tabled when Parliament reconvenes this month.

The issue has divided Malaysians and caused much uneasiness.
