Attend state-level events, Federal civil servants told

Kota Kinabalu: Civil servants in Federal departments and agencies in Sabah have been reminded to give utmost priority to attending main functions organised by the State government.Making the call, Sabah Federal Secretary Datuk Nor Rizan bin Mohd Thani said heads of Federal departments and agencies here must attend these State-level events and ceremonies especially with the presence of top national and State leaders to show support and respect for all important functions.

He said they are encouraged to increase their attendance in events organised by the State government such as the National Day celebration, Maulidur Rasul, Maal Hijrah and Malaysia Day celebrations, among others.

"I was made to understand that there is lack of response from Federal civil servants in Sabah to attend these State-level functions.

"That is why I want them to be committed to improving their attendance and be present when these vital functions are held by the State government to show support for the government of the day," he said.

Nor Rizan said this in his address during an assembly of Federal civil servants in Sabah and Hari Raya Aidil Fitri Open House celebration at the Federal Administrative Complex near here on Thursday.

Also present were Eastern Fleet Command Chief Vice Admiral Dato' Pahlawan Syed Zahiruddin Putra Syed Osman, new commander of Eastern Sabah Security Command (Esscom) DCP Datuk Hazani bin Ghazali, State Police Deputy Commissioner DCP Dato' Razarudin bin Husain, and Sabah Development Officer Datuk Ruji bin Ubi.

"We will soon celebrating the annual National Day event with the aim to enliven the spirit of patriotism among the Malaysians.

"Hence, it needs the commitment and support from all including Federal civil servants to show their love for the country by showing up," Nor Rizan said.

At the same time, he said Federal civil servants must render full support to the government of the day in line with a philosophy of supporting the government and practise professionalism while discharging duties and responsibilities.

In addition, Nor Rizan said they must uphold integrity and deliver high performance in their work and services to the people as has been emphasised by the State government in wanting a quick, efficient and effective public delivery service to the people.

"As Federal civil servants in Sabah, we must also render full cooperation to the State government leadership helmed by the Chief Minister Datuk Seri Musa Aman.

"This is imperative so that close cooperation and collaboration between the State government and Federal civil servants could ensure smooth implementation of any development projects in the State.

"For instance, in building a school, the State government would provide land and approval while the Federal government provides funding and physical facilities for the school where the teachers are the Federal civil servants while the students are the local people," he said.

Without cooperation between the State government and Federal, Nor Rizan said it would be difficult to realise the construction of the school that could meet the needs and aspirations of the people and future of the young generations in Sabah.

Speaking to reporters after opening the assembly, he said there are 112,000 civil servants working in Federal departments and government agencies in Sabah.

He said the civil servants in Federal and State departments and agencies have their respective roles in ensuring all development projects to the people are delivered.

"If there are delays in completing the projects, this is where we will work closely with the State government such as the State Secretary and State ministries and departments with our Sabah Development Officer so that it would be under control.

"In fact, our Federal Secretary office is not directly involved in monitoring any implementation of government projects in Sabah but we play our roles in making sure all matters are well-handled, accordingly.

"We are more involved in coordinating administration between the State and Federal governments," Nor Rizan said, adding that so far delays in development projects in the State are under control.

He said the Sabah Development Office (SDO) led by its head Datuk Ruji Ubi now is responsible for monitoring progress of projects and the expenditure of those projects.

To a question, Nor Rizan said his office does not receive funding from the Federal government as this is channelled to the SDO that will distribute to the respective State ministries, departments and agencies. - Hayati Dzulkifli
