Initiative to jumpstart devt of human capital

Kota Kinabalu: An initiative had been undertaken to jumpstart the development of human capital within certain sectors in the State that could be the catalyst to its economic security.Chief Minister Datuk Seri Musa Aman said the proposal, which focuses on oil and gas, agriculture, tourism and the creative industries was initiated by the Institute for Development Studies (IDS) in partnership with Sabah Economic Development and Investment Authority (Sedia) and Konrad-Adenauer-Stiftung.

"Each clusters' leaders selected to head the sector are well experienced and familiar with the industries.

"I am confident of their capabilities in leading their clusters to plan for what is best in terms of human capital development for their particular industries."

Musa said this when launching the seminar on Developing Human Capital Asset for Sabah's Future Growth on Thursday. His speech was read by Deputy Chief Minister cum Industrial Development Minister Datuk Raymond Tan.

He further added that the Human Capital Committee had been jointly set up by IDS and Sedia with committee members from public and private training agencies, universities and industries.

It will serve as a one-stop centre to monitor, streamline and facilitate the development of human capital in Sabah.

Musa also said there was a current disparity between human capital demand supply particularly in the oil and gas sector.

"With the outlook of human capital demand to meet domestic requirements and the current shortage of skilled oil and gas talents in the global market, it is becoming an increasing priority to build ample talent and accelerate learning.

"While in other sectors such as tourism, it will require us to ensure support services are upgraded, in terms of human resources.

"Basically, for all key sectors, emphasis will be placed on enhancing productive capacity, including developing advanced industrial infrastructure, the promotion of human capital development and research and development activities."

Meanwhile, Chief Executive Officer cum Executive Director of IDS, Datuk Mohd Hasnol Ayub, said the objective of the seminar was to find ways to enhance the quality of human capital and to address problems arising within the scope of human capital development.

"In Malaysia, human capital is among the key factors contributing to the prosperity of the nation.

"Wealth creation is no longer solely dependent on availability of resources alone such as petroleum, oil palm, minerals et cetera, but more importantly we must have the people to manage and optimise these resources to drive our economic growth to full capacity."

IDS Chairman Datuk Seri Clarence Malakun, in the meantime said the seminar invited guest speakers such as Alexander Stedtfeld from Germany to share on Germany's experience in building their human capital.

Also in attendance was Konrad-Adenauer-Stiftung representative, Jan Senkyr.
