There were seven factions that supported the omnibus bill while two party factions from the Prosperous Justice Party (PKS) and the Democrat Party were against the bill’s passing.
Requests to postpone the deliberation was expressed by the Democrat Party faction during the plenary. Democrat member Irwan argued that the omnibus bill had been met with major protests from members of the public. He also questioned the House’s being seemingly hurried to pass the bill.

There were seven state ministers in the field of economy, finance, law, energy, and environmental issues that were present in the omnibus bill plenary meeting both in virtual and physical attendance. Prior to this, the DPR legislation body (Baleg) had agreed to deliberate the bill in a meeting on Saturday, October 3, in which the Democrat Party and PKS objected to deliberating the bill further.

Labour coalitions suspected that the DPR had intentionally pushed the schedule of the plenary to avoid the planned nationwide mass-protests that labour coalitions had announced.
