Kota Kinabalu: Assistant Minister of Agriculture and Fisheries I, Datuk James Ratib, said the time has come for Gabungan Rakyat Sabah (GRS) Government to create the Sabah Agriculture Enactment as contained in the Malaysian Constitution to achieve the aspirations of Halatuju Sabah Maju Jaya 2021–2025.He said Article 74 (2) of the Federal Constitution stated that Sabah has the legislative power to enact laws on matters in the Second List (State List) and the Concurrent List (Third List) under Schedule Nine.
